EPS Again Looking for Planner for RHPP Bistrica, This Time in Open Procedure

Elektroprivreda Srbije (EPS) has opened the public call in an open procedure for the preparation of the investment-technical documentation necessary for the project of the construction of the Reversible Power Plant (RHPP) Bistrica.

Let us remind that, three days ago, EPS advertised the negotiation procedure without the opening of a public invitation for this job, and Energoprojekt has been invited.

The explanation says that only Energoprojekt can prepare the necessary documentation because it is actively involved in all the activities so far, whereas another planner would need an additional 6 months to a year in order to be remotely prepared for the job, which would entail a much more expensive and longer lasting contract for Serbia, and even the delay of the beginning of the construction of the RHPP Bistrica itself.

The value of the preparation of the project was estimated at RSD 430 million (around EUR 3.7 million) both during the first call and now.

According to the project task, the RHPP Bistrica is planned as a derivation facility with the power house located near the right-hand bank of the river Lim, on the stretch between the Potpec dam on the downstream side and the HPP Bistrica on the upstream side.

Thereby, the existing Potpec reservoir is planned as a lower one, whereas the newly designed upper reservoir is to be formed by the construction of an embankment dam on the Klak partition profile downstream from the existing Radoinja dam.

The basic equipment of the RHPP Bistrica will consist of 4 generators of the Francis type with a nominal (output) turbine power of P = 165.26 MW, a maximum turbine power of 175 MW and a maximum (input) pump power of P = 182 MW.

The analysis of the construction of the RHPP Bistrica started in the 1970s with the preparation of the Investment Program in 1973.

In 2022 and 2023, it is added, thorough additional geological, hydro-geological, geo-technical and hydrology explorations were realized, to the end of preparing up-to-date technical documentation.

The project of the construction of the RHPP Bistrica is a project of national importance for Serbia, essential for energy stability, the balancing of the energy produced from renewable sources and the development of the electrical energy market.
