ĐELIĆ: Changes in Law on Concessions in mid-2010

Serbian Deputy Prime Minister Božidar Đelić said on Saturday (February 20, 2010) that the changes and supplements to the Law on Concessions should be adopted in mid-2010.

- The current Law on Concessions is good for big, national projects, but it can not satisfy the needs of local projects. That is why the Law will include certain provisions that deal with other forms of public-private partnership - Đelić said at the seminar on public-private partnership in infrastructure, which was organized by the World Bank's Office in Serbia.

Đelić estimated that the development of infrastructure was not possible without public-private partnership. He also pointed out that, in addition to direct loans, Serbia would have to use other forms of finance as well.

Đelić said that Serbia did not have sufficiently good legal framework for development of partnership between public and private sector.

According to his words, Serbia, as a transit country, will need to include all interested partners in the financial structure for construction of traffic infrastructure because it won't be able to do that with its own funds.
