Parliament adopted amendments to several laws - New rules in planning and construction, legalization of buildings, employment of foreigners, railroads...
The proposal to amend the Law on Legalization of Buildings envisages the possibility that citizens who live in illegally constructed buildings get the right to legally connect to electricity, water, heating and gas, will be sent to the National Assembly. This was announced earlier by the Minister of Construction, Transport and Infrastructure Goran Vesic.
The proposal for amendments to the Law on Planning and Construction was also adopted. It faced criticism, primarily in the part related to land conversion. These changes also provide the abolition of the special law (lex specialis) on conversion. More precisely, the Law on converting the right of use into the right of ownership on construction land for a fee.
Amendments to the Law on Planning and Construction introduced the obligation that all buildings, regardless of age, must also have an energy passport.
Also, outdoor air conditioning units will have to be removed from building facades or installed in such a way that they are not visible, while all new buildings will have to be built so that heating and cooling devices do not affect the immediate environment, it is prescribed proposed amendments to the Law on Planning and Construction, which are in the parliamentary procedure.
The Assembly confirmed the Law on Amendments to the Air Traffic Act, the Law on Amendments to the Energy Act, and the Law on Amendments to the Railway Law. Also, the Law on Interoperability of the Railway System was adopted.
The Assembly also adopted the Law on the Confirmation of the Sectoral Agreement between the Government of the Republic of Serbia and the European Commission on the mechanisms for implementing financial assistance from the Union to the Republic of Serbia within the Instrument for Pre-Accession Assistance in the Area of Rural Development Support (IPARD III).
Easier employment of foreign workers
The MPs have also adopted amendments to the law concerning the employment of foreign workers, namely the Law on Amendments to the Law on the Employment of Foreigners, as well as the Law on Amendments to the Law on Foreigners.
These changes enable foreign nationals, in a single procedure, to exercise the right to temporary residence and work in Serbia at the same time, through a single procedure of the necessary checks related to the approval of temporary residence and work permits.
After that, if the legal requirements are met, a unique permit is issued.
- Issuing a unique permit, i.e. residence and work permit, is fully digitized, given that this request can be submitted exclusively electronically. Also, a unique web portal will contain all the information related to the entry, stay and work of foreigners in Serbia - the Government announced earlier.
