eFiscalization: How to Realize the Right to Money Refund?

The importance of taking a fiscal slip is fully apparent in a situation in which the purchaser wants to give up on the purchase, return the goods and ask for a money refund on the spot. With a fiscal slip, in addition to being sure that the goods have gone through all safety and quality controls, citizens can also realize their consumer rights without a problem, such as the right to a guarantee, potential complaints regarding the product and the right to a money refund.

According to the website of the Tax Administration, the seller is obliged to refund the fiscal slip when the purchaser wants to return the purchased goods and when money needs to be refunded for those goods.

According to Jelena Maric of the Tax Administration, the importance of a fiscal slip is particularly apparent in such situations.

– Citizens have a confirmation that the goods have gone through all quality controls and that they can realize their consumer rights, such as the right to a guarantee and potential complaints regarding the product. Also the right to a money refund – she says for TV Prva.

As she says, when a purchaser comes to make a complaint, the seller must refund the fiscal slip by issuing two new fiscal slips. One is the refunding of the fiscal slip and the other is a copy of that slip, which the purchaser needs to sign.

One of the uncertainties that citizens have is whether the sellers have the right to take personal data when returning the goods.

– A money refund is done and they are obliged to sign on the spot that they have received their money back and then they are obliged to leave some personal data, such as the ID card number or the number of some other document. For example, the number of the passport, the refugee certificate, the registration number of foreign nationals and so on – she says.


As she says, the Tax Administration of Serbia “has not defined the obligation of the purchaser giving the unique citizen’s identity number when returning the goods”.

– What is an obligation is that they must leave some data, such as, for example, the ID card number – Maric notes for TV Prva.

As she noted, “the seller may only request the unique citizen’s identity number when the purchaser identifies themselves as a local natural person who carries out a registered activity with that number, such as a natural person who is an investor, an agriculturist and so on”.

Citizens should also know their obligations, and one of the obligations is taking the fiscal slip. The fiscal slip is proof that the goods have gone through the tax payment system, and to us as purchasers, it is the proof based on which we can ask for a money refund or a replacement of the goods.
