Chapter 1 Announcement Procurement Announcement for the Design of the 4th, 5th and 6th Floors of Chinese Cultural Center in Belgrade, Serbia The purchaser for the design of the 4th, 5th and 6th floors of Chinese Cultural Center in Belgrade of Serbia is China Shandong International Economic & Technical Ogranak Beograd-Novi, Beograd. Procurement funds are in place and the procurement conditions of the project are met, and it is planned to use the public procurement method to determine the designer.

1.Project overview and procurement content

1.1 The main implementation content of the project: the design of the 4th, 5th and 6th floors of Chinese Cultural Center in Belgrade of Serbia

1.2 Scale：To carry out the design for the 4th, 5th, and 6th floor offices of the Chinese Cultural Center in Belgrade of Serbia are about 6000 square meters.

1.3 Standard: in accordance with the national laws and regulations of Serbia.

1.4 The scope of this procurement is the design of the 4th, 5th and 6th floors of the Chinese Cultural Center in Belgrade, Serbia, including layout design, construction design and as-built design.

1.5 Contract period：3 months.

1.6 Defects Notification Period：24 months.

1.7 Tendering limit price: total price of 65,000.00 sixty-five thousand EU (excluding VAT).

2. Qualification requirements of the bidder

2.1 Minimum qualification requirements: The bidder must have the registration documents issued by the Serbian Business Registers Agency, the business scope includes the content of this tendering, and the company has a good reputation.

2.2 Minimum performance requirements: In the past five years (January 1, 2016 to the deadline for quotation, subject to the contract signing time), no less than one office building design with a contract value of not less than 20,000 EU has been implemented in Serbia.

2.3 The bidder (from January 1, 2018, to the quotation deadline) is not in a state of being ordered to suspend business, is not in a state of being taken over, frozen, or bankrupt, has no violations of laws, regulations, or breaches of contract, and the bidder is not involved in the litigation case which shall obstruct the performance.

3. Ways to obtain the procurement document The procurement announcement of this project is simultaneously published on the official website of Shandong Hi-Speed Group Co., Ltd., The Sunshine Procurement Service Platform and http://www.ekapija-tenderi.com/ at the same time. All interested parties are requested to obtain the procurement documents at the office 702 ，TRG PRIJATELJSTVA SRBIJE I KINE 4 from 8:00 to 11:00 and from 13:00 to 16:00 July 26th, 2021 to July 28th, 2021 (Serbia time, the same below, except holidays), with the ID card of the buyer. Price of procurement document is free.

4.2 Place of submission: office 709 , TRG PRIJATELJSTVA SRBIJE I KINE 4

4.3 The purchaser shall not accept the offer documents delivered overdue or not delivered to the designated place.

4.4 The purchaser shall open the offer at the same time and place as the deadline for submitting the

offer documents, and the legal representative (or its authorized agent) of the bidder shall present his / her identity certificate on time. The bidder who fails to attend the quotation opening shall be deemed as

accepting of the result.
