Three years after cancellation of the first selection, Kosovo and Metohia obtained the second mobile telephony operator.

The Kosovo Regulatory Agency for Telecommunications announced that, after it had offered the highest price for the license, the consortium led by "certain businessman from Kosovo" had been selected for the second operator the day before (February 7, 2007). That is "Kosmocell", the partner company of local companies "Dukađini" and "Kujtesa" and American-Italian company, which offered 81m EUR for the license.

The decision about assignment of license was made by the commission made of the representatives of the regulatory agency, the Government of Kosovo and UNMIK, and the license is approved on period of 15 years.

"Dukađini group" ("Dukagjini L.L.C") is the company with the headquarters in Peć and its owner is controversial businessman from KOsovo - Ekrem Luka.

Company "Kujtesa" is the leading Internet provider in Kosovo. Its network covers nearly 90% of the territory of Kosovo and has more than 15,000 clients.

Company "Eutelia" is one of the leading Italian telecommunications operators. It has recently passed the strategy for expansion of business in the Balkans in cooperation with domestic mobile operators and "United Mobile", with which it has global international agreement.
