Phase-based construction of BIO 4 Campus complex planned
The borders of the Spatial Plan encompass a part of the territory of the urban municipality of Vozdovac, parts of the cadaster municipalities Jajinci and Kumodraz along Vojvode Stepe Street, with the accompanying traffic routes and infrastructure corridors, and the area covered by the Spatial Plan is around 33 ha.
As reminded in the documentation which is available for public inspection, one of the measures within the seven-year implementation period of the Strategy of Development of the City of Belgrade until 2027 which aim to increase the competitiveness of the economy through university research also envisages the realization of two university campuses.
– Within said Strategy, one of the special goals in the field of development of higher education is the securing of new locations for the forming of higher education campuses in less urban centers, while supplementing the existing higher education centers with the missing elements of the student standard, as well as the planning and construction of a campus in a single location for related faculties (specialized higher education centers), that is, the dislocation of the faculties which require an extensive expansion from the central zone of Belgrade toward the medium and peripheral zones. To the end of the realization of one such hub of science and economy, and following the contemporary issues and trends, the Ministry of Education, Science and Technological Development has launched the initiative for the construction of the BIO 4 Campus in Belgrade, considering that, with the significant progress of biomedical sciences, as well as other fields encompassed by the fourth industrial revolution, excellent economic opportunities are created, which should be used in the best way possible for the economic progress and development of Serbia. In order to realize this campus, the Government of Serbia, on August 26, 2021, adopted the decision by which the project of the construction of the BIO 4 Campus is pronounced a project of national importance – the document says.
The BIO 4 Campus, as reminded, is a combination of four fields – biomedicine, biotechnology, bioinformatics and biodiversity.
– The location where the Faculty of Pharmacy, the Institute of Virology, Vaccines and Sera “Torlak” and the Institute for Molecular Genetics and Genetic Engineering (IMGGE) are already located has shown to be the most favorable, because, in addition to complementary and traffic capacities, it also provides spatial possibilities, considering that, in close proximity, across Vojvode Stepe Street, the military complex “Torlak” is located, for which the Ministry of Defense has given approval for repurposing in the preparation of the General Regulation Plan of the building area of the seat of the local self-government unit – the document says.
The BIO 4 Campus is planned as a scientific research campus, with an area of around 26 ha, which encompasses four spatial-functional units (U1.1-U1.4), within which features can be represented from the fields of education, applied science, scientific-technological research, development and production from the fields of biomedicine, biotechnology, bioinformatics and biodiversity (faculties, institutes, research centers, scientific-production units, innovation centers, science-technology parks, applied science, economy and business units, student standard institutions and accommodation capacities for guesting science workers and students, technical support facilities etc.).
As complementary features, there can be features in the fields of healthcare and pharmacology (for example, the pharmaceutical drug agency and medical devices and specialized health institutions), sports and recreation, commerce, administration, services which don’t harm the environment and don’t create noise.
Phase-based realization of the BIO 4 Campus complex is planned (Phase A and Phase B). Phase A encompasses a scientific research campus with complementary features (units U1.1 and U1.2), which are planned between Vojvode Stepe Street, Peka Dapcevica Blvd and the Kumodraz 1 neighborhood, on an area of around 9.4 ha.
Phase B encompasses the existing complex of the Faculty of Pharmacy and the complex of the Institute for Virology, Vaccines and Sera “Torlak”, which are located on the southwest side of Vojvode Stepe Street, and entails a space of around 16.6 ha. Within Phase B, identical features are planned as in Phase A of the BIO 4 Campus.
The connecting of these two phases by an underground passage beneath Vojvode Stepe Street is planned.
The public presentation of the planning document will be held on July 12, from 11 am, in the building of the Urban Planning Institute of Belgrade, and the public session of the Commission for Public Inspection will be held on August 1, from 11 am, in the same building.
