Construction of Underpass Beneath Railroad in New Belgrade Soon – Job Won by Consortium of Five Contractors

Several years ago, the agreement with the selected bidder for the preparation of the technical documentation and the construction of the de-leveled rail crossing between the Belgrade-Batajnica-Sid (Subotica) railroad and Umetnosti Blvd. in New Belgrade was terminated. The construction of the fast railroad on that route followed, so that job was also postponed for that reason. That there should be no more obstacles to this project, whose construction has been expected for years, can be seen from yesterday’s announcement from the Old Palace, as the beginning of the construction of this traffic connection is to be marked today.

As can be seen from the tendering documentation, this job has been awarded to the consortium of bidders consisting of Saobracajni institut CIP doo, Ras inzenjering niskogradnja doo, Novkol ad, Montprojekt doo and Starting doo.

The value of the agreement with the VAT is slightly lower than RSD 1 billion.

The second bid at the recently closed tender for this job, as can be seen, was filed by a Croatian-North Macedonian-Serbian consortium.

When it comes to the construction project, the technical documentation indicates that the aim is to improve the functionality of traffic in New Belgrade.

– The construction of a traffic route through the existing embankment of the railroad body is planned, so as to connect the existing traffic routes on the left and right sides of the railroad through the construction of an underpass – the documentation points out and reminds that the existing railroad has two tracks, but that an underpass for four-lane traffic needs to be designed so as to leave room for the construction of one more lane on each side of the existing ones.

The total deadline period for the preparation of the technical documentation, from the date of joining the project, as clarified, is 60 days and may not be extended, otherwise, as emphasized, the contract will be terminated. The deadline for the execution of the works is 450 days from joining the project, which altogether means that the completion of this job cannot be expected before 2025. This deadline period also includes the deadline period for the preparation of the As-Built Design.

Among other things, it is emphasized that the technology of the execution of the works should enable unobstructed rail traffic on both tracks for the duration of the works. That means that the traffic on the fast railroad, that is, the city rail, must not be brought into question.

Agreement with Energoprojekt terminated by mutual consent

At the tender which took place five years ago, the consortium led by Energoprojekt niskogradnja was selected, and the task was to prepare the technical documentation and then execute the works, that is, establish the underpass. In the meantime, the deadline was also extended due to justified circumstances, but the project ultimately fell through. In 2021, the Belgrade Land Development Public Agency announced that the boring of the underpass and the linking of the two boulevards could not be done without hampering the dynamics of opening the new railroad for traffic, and the realization of the railroad was entrusted to the company Serbian Railways Infrastructure. At the time, the reason cited was that the boring of the underpass could not be completed before the rail track was completed and it was said that those circumstances prevented the realization of the purpose of the signed agreement. Even then it was not clear how the reconstruction and modernization of the Belgrade-Novi Sad railroad presented an obstacle to boring the underpass, given that the topic had already been current at the time of the opening of the tender for the boring of a traffic connection between Umetnosti Blvd. and Crvene Armije Blvd.
