Customs Administration Starts Applying eCustoms System

The Customs Administration has announced today that it is beginning the application of the eCustoms project for the automation and modernization of the customs procedure in line with EU standards, in which the European Union invested EUR 9 million.

At the presentation of that project at the Chamber of Commerce of Serbia (CCIS), it was said that it had been launched in an effort to upgrade the customs sector and facilitate international trade.

– This project is important because it points to the necessity of the modernization of the Customs Administration of Serbia and its harmonization with the standards and regulations arising from Chapter 29, as well as Serbia’s harmonization with the customs code of the EU. Some things have been done before, but now we will have a fully digitized management of the customs procedure, which will be a step forward in the provision of services and EU membership – said the EU Delegation representative Martin Klaucke.

He added that the Government of Serbia was working of digitization, digital transformation, implementation of eGovernment, reduction of paperwork and forms and savings for the government and the citizens and that it would have a direct impact on operations in Serbia.

– Support to the business world is at the very top of the EU agenda, you might be able to access the European internal and regional market more easily, and this project will provide support to the exchange of both goods and services. The new system will enable a quicker, cheaper, more transparent, more predictable customs procedure and have a positive impact on the private sector, and it will also lead to a better integration of the goods and services economy – Klaucke explained.

The assistant director of the Customs Administration of Serbia, Natasa Mirkovic, reminded that the project had been effectively applied since the end of May and assessed that it was expected for all three IT systems – import, export and customs decisions to be in full application in December 2025 and that the project would be completed at the end of May 2026.

– That means that we will digitize the customs procedures of import and export, as well as the system of customs decisions with all the accompanying subsystems. A quicker customs clearance of goods, in both imports and exports, benefits the citizens who clear their goods through customs – Mirkovic explained.

The state secretary at the Ministry of Finance, Gojko Stanivukovic, pointed out that, with the improvement of the capacities of the Customs Administration and the automation of the customs systems, harmonization with the EU customs regulations would be secured, which, according to him, is one of the very important steps toward meeting the requirements for the closing of Chapter 29, which pertains to the Customs Union.

The assistant president of the CCIS, Milan Trivunac, reminded that there was a real need for digitization in all fields, that it was a precondition for economic growth, implementation of innovations and increasing the economy’s competitiveness, and that by switching to “paperless operations”, the constant contact between the economy and the customs organs would be reduced to the greatest extent possible.

– The CCIS is focused on activities which improve the operations of our members and we believe that the eCustoms project directly contributes to that objective. The modernization of the customs sector brings numerous benefits for the business community: a faster flow of goods, a reduction of administrative barriers and relevant data which facilitate international trade and thereby have a direct impact on increasing the income and reducing the operating costs of our members – Trivunac said.
