Urban Project for Belgrade Fair – Forming of Parcel of Public Purpose of Hall 1 and Part of Public Road Planned

Last week’s information from the Ministry of Construction, Transport and Infrastructure that the urban project for parts of several cadaster parcels, that is, for the space on which the Belgrade Fair complex is located in Vojvode Misica Blvd, would be put up for public inspection from October 26, caused many to think this pertained to the future complex which was to be built on the land where the current Belgrade Fair is located. However, insight into the document which is currently available for public presentation indicates that this is a project of the forming of the public-purpose parcel of Hall 1 of the Belgrade Fair and a part of the public road.

– The cause for the preparation of the Urban Project is to define the accompanying parcel to Hall 1 of the Belgrade Fair, with a public-purpose status. The preparation of the Urban Project is started based on the initiative of BW Belgrade Waterfront. The Belgrade Fair complex consists of a range of cadaster parcels, which are not formed as a complex, and in line with the status of the protection of Hall 1, it is necessary to define and form the building parcel of Hall 1, as well as the accompanying part of the public road – the document says. It points out that the planning basis for said location are the General Regulation Plan of the construction area of the local self-government unit seat, the Law on State Survey and Cadaster, the General Regulation Plan of the System of Green Areas of Belgrade and the General Regulation Plan of the Rail Systems in Belgrade with Elements of Detailed Development for Phase I of the First Line of the Subway System.

The rough area of the urban project is 32,436 m2. As emphasized, according to this urban project, from the Belgrade Fair complex, a unit is made distinct which is necessary for the functioning of Hall 1 which, from the purpose of a commercial zone – other building land is defined as a public-purpose building parcel and a public road parcel, by dividing several cadaster parcels and merging into two cadaster parcels according to the parcellation proposal. One would be the parcel of Hall 1.

– From the aspect of the protection of immovable cultural goods an in line with the Law on Cultural Heritage, within the proposed border to the Urban Project and the proposal of parcellation and re-parcellation, the cultural monument Hall 1 is located, defined as a cultural good. The area of the building land is 30,293 m2 – the document points out.


The other would be the parcel of the public road with a building parcel area of 2,083 m2.

This Urban Project does not envisage interventions on Hall 1, but defines the building parcel of Hall 1 and the public road.

– At a later phase of the development of the Belgrade Fair complex, a planning document will define the urban parameters related to the reconstruction of the Hall and the accompanying infrastructure. All said parcels within the borders of the Urban Project, by which the public-purpose parcels are formed, are 1/1 owned by the Republic of Serbia – the document emphasizes.

The public inspection lasts until November 1, 2023, at the building of the Ministry of Construction, Transport and Infrastructure, in the premises of the Sector for Spatial and Urban Planning, at 10a Kralja Milutina Street in Belgrade, each work day from 9am until 2pm, as well as on the internet page of this ministry. The Urban Project was prepared by Frikcije d.o.o. from Belgrade.
