Memorandum on Cooperation in Civil Aviation of Western Balkans Signed

The Memorandum on Cooperation was signed in Belgrade by representatives of the civil aviation directorates and agencies of Serbia, Bosnia and Herzegovina, Montenegro, North Macedonia, Turkey and Albania, in the presence of the president of the European Civil Aviation Conference (ECAC) and the director general of the Italian Civil Aviation Authority, Alessio Quaranta.

Those institutions thereby supported the initiative for the founding of the Center for Security Training with the seat in Belgrade.

They also agreed to act together toward the European Commission and the European Union Aviation Safety Agency to the end of automatic recognition of pilot licenses, aircraft maintenance licenses and flight control officer licenses, announced the Ministry of Construction, Transport and Infrastructure of Serbia.

Together, they will consider the possibilities for the planning and execution of joint inspections, in line with the national laws, and as per need, civil aviation forums will be organized, where questions of mutual interest will be considered.

Minister Goran Vesic attended the signing and assessed that the document reflected the idea behind the Open Balkans in practice.

Vesic said that the Memorandum on Cooperation in civil aviation would enable the countries of the region to act together in international organizations, mutually recognize licenses, jointly organize training sessions for the issues of security in international air traffic and jointly bring benefits for each country individually.


He said that the Open Balkans initiative, as well as the invitation for regional cooperation, was open to all: Montenegro, B&H and other countries, especially Turkey, Hungary, Italy, that is, all those “interested in living well in the region”.

– We are divided by borders, but we have similar mentalities, a shared history and our future lies in cooperating as closely as possible in each segment – Vesic said.
