Municipality of Vlasotince: Construction of SHPP Besko Depends on Response of Ministry of Energy of Serbia

Representatives of the Municipality of Vlasotince today confirmed that they were waiting for a response from the Ministry of Mining and Energy of Serbia, on which it depended whether the permit for the construction of the Small Hydro Power Plant Besko would be revoked.

The residents of the village of Dadince have been keeping guard for eight days now out of fear that the investors could bring excavators during the night and start the works.

– The Ministry of Construction will check the documentation for the issuing of the building permit for the SHPP Besko, and the Ministry of Energy is expected to respond to the request urgently sent by the Municipality regarding the validity of the energy permit. If irregularities are determined to exist, the permit will be revoked – the deputy president of the Municipality of Vlasotince, Vladimir Kocic, stated at a session of the Municipal Assembly.

This Monday, he attended a meeting at the competent ministry along with representatives of the municipal Urban Planning Department, so, due to the great interest of the public, the proposal of Dragan Jovic, a representative of the “Dr Dragan Spasic” Citizens’ Group in the Municipal Assembly, to have a discussion about the report on complying with the assembly’s decision from March 2021 on the ban on the construction of small hydro power plants, was included in the agenda of the session of the Municipal Assembly.


Dragan Spasic, the head of the eponymous parliamentary group, asked what would happen if the ministry said that the documentation was fully valid. The members of the Municipal Assembly agreed that both the ruling and opposition parties should back their decision from 2021 on the ban on the construction of the SHPP, which they had reached unanimously, and to then find a solution to the problem together.
