The City of Vranje has opened the public invitation for the selection of a private partner and the awarding of the agreement on the public-private partnership without concession elements for a long-term supply of heating energy to the central heating system of the PE Novi Dom with the construction of new boiler rooms from renewable energy sources – wood biomass and natural gas.
According to the tendering documentation, the estimated value of the works is RSD 4,999,176,000 (around EUR 42,493,848), without the VAT, and the agreement is signed for a period of 360 months.
The public procurement entails the selection of a private partner and the awarding of the agreement on the public-private partnership for a long-term delivery of heating energy to the central heating system of the PE Novi Dom Vranje from the newly installed boiler rooms running on biomass and gas, with biomass having at least a 50% share in the production of heating energy.
In order for the provision of the energy service, that is, the long-term delivery of heating energy, to be as good and efficient as possible, the private partner is to make an investment in the system of the production of heating energy of the PE Novi Dom Vranje through the construction of new energy installations (boiler rooms) for the production of heating energy, which supply the facilities connected to the heating system of the PE Novi Dom Vranje, the documentation adds.
The realization of the agreement will be carried out in two phases, with Phase I entailing the designing, construction, installation and test operations of the boiler room 1 and the production and delivery of a minimum of 3,500 MWh a year of heating energy from the boiler room 1 to the public partner by the private partner, and Phase II entails the designing, construction, installation and test operations of the boiler room 2 and the production and delivery of a minimum of 12,500 MWh of heating energy a year from the boiler room 2.
