The Secretariat for Urban Planning and Construction Affairs of the City of Belgrade has put the Draft Detailed Regulation Plan for the construction of the pedestrian-cycling connection between Omladinskih Brigada Street and Ada Ciganlija, with the bridge on the Sava, up for public inspection.

The public inspection of the plan, which was prepared by the Urban Planning Institute of Belgrade, will last from November 21 to December 21.

The plan says that the CIP Institute of Transportation has prepared “A Basic Analysis of Potential Locations for the Moving of the Old Sava Bridge”, whose conclusion is that moving the existing Old Sava Bridge to the Ada Ciganlija-New Belgrade location is technically feasible, but that the economic cost-effectiveness and the visual effect of that moving should also be taken into consideration and that it is technically better to consider the construction of a wholly new pedestrian-cycling bridge, as an elegant, light and optimal structure.

– The role of the planned bridge is to enable a better connection of both the existing and the planned bicycle lanes on the left and right banks of the Sava. As is, the connection is only realized through Branko’s Bridge and the Ada Bridge, whereas, in the summer months, private transport by boats functions in the position of a bridge – the document says.

According to the plan, the pedestrian-cycling bridge is planned to the end of connecting New Belgrade and Ada Ciganlija and creating the infrastructure for active mobility, which creates the possibility for a greater share of bicycle traffic in the total scope of the movements in the city.

It is added that, by planning the bridge structure which connects New Belgrade and Ada Ciganlija, a continuous corridor of the cycling network Zemun-New Belgrade-Ada Ciganlija-Dorcol (extension of EuroVelo 6 European route through Belgrade) is formed.

The planned bridge is meant exclusively for pedestrian-cycling traffic and is a connection between the existing and planned pedestrian and cycling lanes on the New Belgrade side with Ada Ciganlija.

A two-way cycling-pedestrian lane along the entire bridge structure is planned. Car traffic is not allowed, except for vehicles with a special use regime (emergency, fire service, maintenance).

The cycling corridors through the blocks are to be kept, along the left and the right banks of the Sava and in the area of Omladinskih Brigada Street.

In Omladinskih Brigada Street, one-way cycling lanes are planned, connected with the lane on the embankment (Sava Wharf), which leads to Block 45 and is a pedestrian-cycling lane with a special use regime. The plan envisages the reconstruction of the east cycling lane, along which a pedestrian lane is planned.

An expansion of the pedestrian-cycling lane in Ada Ciganlija is also planned, so that those who use the bridge would more safely connect to the planned lanes on the embankment.

When it comes to parking, the parking in the area of Omladinskih Brigada Street is kept, whereas in the position of an open parking lot at the end of this traffic route, along the Sava embankment, a two-tier parking lot with around 140 parking spaces is planned. In addition to the tenants of the surrounding buildings, the parking lot will also be used by those who will come to the planned bridge by their own car and then continue on foot or by bike, the plan says.


The documentation of the plan shows two options for the future bridge, with arches and a fence, and the definite solutions will be defined through the preparation of the technical documentation, especially according to the conditions of the Institute of Nature Protection in relation to the habitat and the corridor of the protected bird variety pygmy cormorant.

A bridge traffic route profile of 8 meters is planned (a minimum of 2 meters required for cyclists). The bridge profile is to have at least a two-way bicycle lane, a pedestrian lane with a width of at least one half of the width of the profile, a shoulder, and it is also possible to design expansions, that is, niches, for making stops along the outer edge of the pedestrian lane (with a minimum width of 1 meter), as well as lookouts for viewing the surroundings.

A flat area for the surfaces for the gathering of pedestrians and cyclists is planned in the zone of the access to the bridge. An extension of the coastal park is planned, with a wider pedestrian area within which street furniture and elements of vegetation (“an urban garden”) can be found.

Along the bridge structure, on both banks, through the preparation of the project documentation, vertical communications should be planned (a stair space and/or an elevator) for pedestrian and cyclist access, a location for electric bicycle and scooter chargers should be planned near the bridge, and IP cameras and a bicycle counter should be planned on the bridge itself. It is also recommended for surface heaters to be installed on the bridge itself.
