Decarbonization of Electrical Energy in Serbia – TPP Morava to Withdraw from Production of Electricity from Coal and Switch to Gas

The Energy Community Treaty and Serbia’s strategic documents envisage a decarbonization of the production of electrical energy. In line with these documents, Elektroprivreda Srbije (EPS) plans to withdraw certain thermal power plants from the production process and replace them with gas facilities by 2023.

The thermal power plants Morava and Kolubara A are the first to be covered by the decarbonization process. According to EPS, instead of producing electricity from coal, gas is the best, for now transitional, alternative solution. The old infrastructure can be used efficiently, and new facilities secure nearly the same production power.

For this purpose, EPS has opened the tender for the service of the preparation of the General Project with a prior feasibility study and a preliminary design of the gas power plant Morava.

According to the technical documentation, the purpose of the preparation of the documentation is to define the technical-technological solution for the installation of a new gas-steam boiler, to define the construction plan and to set the costs.

The new gas-powered block will have a production power of 120 MW.

Along with the preparation of the technical documentation, the preparation of a prior feasibility study is envisaged as well, which should provide the full analysis of the microlocation, all the urban planning aspects and the fitting of the new facility into the production system.


The tender is open until January 17, 2022.

The gradual introduction of gas in the production of electrical energy enables the easiest possible overcoming of the transitional period until the full switching to the production from renewable energy sources. Until the full so-called “repowering” is secured, in the upcoming period, the construction of a larger number of gas blocks can be expected in the locations which currently feature thermal power plants.
