Energy Community: Serbia Improves Legal Framework in Energy, Unbundling of All Transmission Operators Remains a Problem
The reports of the Energy Community Secretariat shows that all parties to the agreement have made progress in their reforms and that the percentage of the implementation has increased from 53% to 56% on average.
However, the overall tempo of energy reforms is slowing down, warns the Energy Community, an international organization which brings together EU states and their neighbors to the end of creating an integrated pan-European energy market.
From November 2020 until November 2021, all parties to the agreement slightly improved their reform implementation, except for Montenegro, whose otherwise solid position is affected by the lack of harmonization of the TPP Pljevlja with the pollution standards and the lack of bylaws on RES auctions.
However, Montenegro is still first when it comes to executing energy reforms, Serbia and Ukraine share the second place, and they are followed by North Macedonia.
Serbia, which previously stagnated, managed to upgrade its legal framework in the sectors of climate, energy efficiency, electricity and renewable sources in the observed period, but the problem remains of unbundling the country’s transmission system operators, as required by the EU Third Energy Package.
