Upgraded System for Issuing ePermits Put into Operation

The Business Registers Agency (APR) has announced that, in the first nine months of the current year, through the information system of the Central Register of Unified Procedures (CEOP), 103,989 requests for the construction, extension and reconstruction of facilities were submitted.

They say that this is 21.4% more compared to the same period last year and 26.3% more compared to the same period in 2019.

The number of issued building permits grew 24.2% compared to 2020 and 31% compared to 2019. The number of issued decisions on approving works on the adaptation, reconstruction or extension of existing facilities also increased, by 31.9%, compared to the previous year.

APR recently put into operation a new version of the information system, whereby the project of upgrading and developing the CEOP software app was completed.

– This new, upgraded version of the application system has secured, above all, a higher level of stability of the software platform and a large number of new functionalities for all system users, from those who are submitting requests for the issuing of ePermits (eDozvole), investors, the competent organs which issue the acts, all the way to the institutions which are publicly authorized to take part in the unified procedure of the issuing of ePermits – the announcement says.

One of the new features that has considerably upgraded and accelerated the procedure of the issuing of ePermits, is the electronic payment of fees and contributions for the carrying out of the unified procedure processes, through the eGovernment (eUprava) system, which was implemented in cooperation with the Office for IT and eGovernment.


The integration with the Address Register and the Real Estate Cadaster of the Republic Geodetic Authority (RGA) has enabled automatic obtaining of the address data and the validation of the numbers of cadaster parcels.

Furthermore, automatic obtaining of the data on the legal entities listed at APR has been enabled, which shortens the time needed for the entering of the data and ensures their accuracy.

These public data are available through a search engine on the APR web page, including the statistical data on the decisions reached, the announcement says.
