State Planning Reform of Tax Administration – One Account for All Obligations

Within the reform of the Tax Administration, which needs to be completed by the end of 2023, there will be only one account for all taxes, the minister of finance of Serbia, Sinisa Mali, announced at the parliament during the passing of a set of finance laws.

In response to the question of MPs about whether advance tax payment will be possible, Mali said that it was not possible at that moment, but that the new system would enable it.

– We now have over 184 accounts or subaccounts to which citizens of Serbia pay their various tax obligations, fees and so on, and we want there to be only one. In a year and a half to two years, there will indeed be only one account for all taxes, and then, through an algorithm, all those payments will be properly categorized – Mali said, as reported by Tanjug.

According to him, that’s something that citizens cannot see now, but which will be clear to them when they are able to pay their taxes and get a confirmation that they don’t owe anything in a simple way.

– This is a huge reform. We are working intensively and, by the end of 2023, I am sure that the system will take root – the minister pointed out.

As he explained, reforms in the Tax Administration are already being carried out. He says that the system will be such that, through a mobile phone, citizens will be able to log into their address at the Tax Administration in a safe way and get the information about how much they owe immediately.

– They will be able to pay their obligations at the same time as well – Mali explained.

New finance regulations adopted

The National Assembly of Serbia has adopted a set of finance laws, including amendments to the Law on the Provisional Register of Adult Citizens of the Republic of Serbia to whom financial assistance is paid to mitigate the consequences of the COVID-19 pandemic.

Mali said during the discussion that the amendments to said law defined the provision of one-off aid of EUR 20 in December 2021 to adult citizens of Serbia.

– All those who turned adults after April 24, 2021, may apply for the aid of EUR 20. For them, we are opening the possibility of applying the same way as before, through the Treasury Administration website, between November 15 and 30 – the finance minister said.


The minister reminded that all citizens who applied for the aid of two times EUR 30 in May, as well as pensioners, did not need to reapply, because the aid will be paid to them automatically in December.

The MPs also adopted the Law on Amendments to the Law on the Tax Procedure and the Tax Administration, and Mali said that there were two main reasons for this law to be amended.

– The first is for it to be harmonized with the amendments to the Law on Fiscalization, and the second is to give further flexibility to the business entities which owe something to the Tax Administration and which have a problem settling their tax obligations due to the coronavirus pandemic – he said.

As he added, amendments to this regulation enable everyone who honored the deadlines for the payment of the principal debt to the Tax Administration to be allowed to have the payment of the interest postponed.
