The construction of a unique tourist complex is planned in the Vranje neighborhood of Tulbe - Borin grad. The construction of business, tourist-catering, cultural-artistic, entertainment and commercial facilities is planned on 4,256 m2.

Specifically, the plan calls for the construction of a main gate with security booth and a souvenir shop, artisan shops with accommodation on the upper floor, floors GF + 2, confectionery on the ground floor, exhibition space organized on three floors, restaurant with accommodation on two floors, a plateau with "Ðerenko" fountain and a central plateau with water surfaces and an area for sitting and relaxing.

A parking lot will be located in the underground level of the complex and will be connected to the accommodation and the central plateau by corridors with vertical communications, a winery with a terrace, a multifunctional hall, a kitchen and auxiliary rooms.

On the east side of the complex, plan envisages stands with a stage that will be used for performances and concerts. On the north side, towards the White Bridge, a landscaped green area is planned with hiking trails, furniture and a lookout.

The total area of the complex is 4,260 m2, and the construction is planned in three phases.

- The importance of creating the Urban plan is in creating suitable conditions for combining pleasant stay and vacation in this complex, with displays of ambience and architectural features in the typical local form, respecting the traditional local architecture and specific local typology; as well as making the entire complex be of attractive identity, blended into the historical environment with contents that would raise the historical and tourist value of the location in the immediate vicinity of the city center - it is stated in the project.

The conceptual solution was made by the "Art studio" from Vranje, and the Urban project by the PE "Urbanism and Construction" of the city of Vranje.
