State to Make Next Step Toward Construction of New Airports and Investments in Existing Ones – Tender for Preparation of Five-Year Airport Development Strategy Opens

The company Aerodromi Srbije d.o.o. has opened the tender for the preparation of the strategy of the development of airports in Serbia in the period between 2025 and 2030, which will analyze the possibility of the construction of new airports and the increase of the scope of the services at the existing airports.

Let us remind that, as eKapija has already reported, according to the Spatial Plan of Serbia for 2021-2035, Serbia plans the construction of another two international airports, in addition to the existing four, and the intention to build new airports, near Dobanovci and Novi Sad, has also been confirmed by the Ministry of Construction, Transport and Infrastructure.

The key thing is that the new strategy will deal exclusively with the development of the existing and new airports, unlike the current one, which covers all types of transport, and that it will also entail an analysis of the possibility of the construction of new airports in the country.

As clarified in the project task of the tender for the preparation of the airport development strategy, the current Strategy of the Development of Rail, Road, Water, Air and Intermodal Transport in the Republic of Serbia for 2008-2015 is obsolete and no longer harmonized with the strategic, developmental and legal acts of Serbia and the European Union.

It is pointed out that the special strategy for airport development, as the key planning document, aims to achieve a faster and more even economic and demographic development of the region and the country as a whole, the creation of a quality investment environment in the field of air transport, the integration of various forms of transport, environmental protection and support to the implementation of the Single European Sky ATM Research (SESAR).

At the same time, it is added, this is a requirement for the use of EU funds.

The subject of the public procurement procedure is the preparation of the Strategy with the Action Plan.

As said, these documents need to analyze potential new airports/services, the possibility of increasing the scope of the services at the existing airports, the analysis of the activities in the conditions of the pandemic and after it, as well as defining the key development projects.

The Strategy, as said, needs to contain, among other things, the vision and the general and particular goals which are targeted, whereas the Action Plan needs to contain concrete and crucial development projects, completion deadlines and the required finances.

It is added that, following the full analysis of the state of things, a SWOT analysis needs to be prepared, which will define the possibilities and threats to the development of airports.

– It is necessary to consider the spatial and other limitations in planning and upgrading the infrastructure of the existing and new airports and the conversion of military airports into civilian or mixed ones – the tendering documentation says.
