What the Waste Management Plan in Belgrade Until 2030 Worth EUR 434 Million Entails – Landfill and Power Plant in Vinca, 6 Recycling Yards, 3 Construction Waste Recycling Facilities...
The plan, which, according to the documentation, is worth EUR 434 million, defines the goals for the given period, which entail the expansion and strengthening of waste management capacities in the territory of the Belgrade municipalities. The biggest item concerning investments in the realization of the plan is the construction and equipping of a facility for the production of energy from waste and the closing of the old sanitary landfill and the building of a new one in Vinca of a capacity of 7 million cubic meters. Also, the plan includes the implementation of primary selection, construction of 6 recycling yards and 4 transfer stations with separation lines, home composting areas and mechanization. Finally, the total investment amount includes investments in the closing of the existing unsanitary garbage dumps.
In concrete terms, the plan entails the construction of a waste management center in Vinca and the necessary transfer stations until 2023, as said. It entails the construction and expansion of the landfill in Vinca in line with the standards and regulations (impermeable layer, seepage filtering system, gas evacuation system etc.), as well as the amelioration of the existing landfill in that location. Also planned is the closing of existing landfills in Sopot, Mladenovac and Grocka. Along with this, the construction of four transfer stations, in New Belgrade, Cukarica, Palilula and Mladenovac, is planned, for the reloading of waste for the purpose of transport to the facility in Vinca. Also planned are four lines for the secondary separation of recyclable “dry” waste (paper, PET, metals), four lines for the examination of “wet” waste before the transport to the waste management center (the facility for the production of energy from waste in Vinca), and the use of landfill gas from the existing landfill in Vinca for the purpose of getting electrical energy. The completion of the construction of the facility for the production of heating and electrical energy from waste in Vinca is planned until 2024, according to the plan.
Let us remind that the works on the landfill in Vinca started last autumn. The beginning of the first phase of waste disposal at the new landfill and the closing of the existing one under the public-private partnership contract is planned for the second trimester of 2020, and the beginning of the provision of a full service and the production of the heating and electrical energy should start in the second trimester of 2022, according to the planning documentation.
The plan also envisages the construction and expansion of the existing facility for the composting of green waste, with the previous preparation of a feasibility study and technical documentation for a facility for the composting of green waste from forests, parks and public areas.
Also planned is the construction of 3 facilities for the recycling of construction waste in Belgrade until 2026, in locations in Vinca, Reva and Ostruznica and the territory of the municipalities of New Belgrade and Zemun.
When it comes to municipal waste, a 100% upgrade of the system and the scale of waste collection is planned until 2022. The plan is to replace the current containers of 1.1 m3 in the city core with underground containers in a wider city area, with a volume of 1.2-3.2 m2 and in individual housing areas with containers of 240 liters for the collection of mixed waste. Also planned is the procurement of receptacles and vehicles for the expansion of the collection of municipal waste.
The plan also includes the construction of 6 centers for separate collection of recyclable waste – recycling yards.
Also planned is the establishment of a system of the collection of batteries through a retail network, education and public buildings until 2025.
The planning documentation says that, in the past period, in cooperation with the PUE “Gradska cistoca”, four recycling centers have been planned in the territories of the urban municipalities of Palilula, Vozdovac and New Belgrade, and the procedure of obtaining the documentation for another two recycling centers and the construction and equipping of two transfer stations (Mladenovac and Zemun) is in progress as well.
– The procedure of the adoption of the Detailed Regulation Plan of the location next to the Mladenovac-Dubona road, where the construction and equipping of the center was municipal waste management center-transfer station is planned in Mladenovac, is also in progress – reads the draft plan.
The plan is available for public review until October 21.
