Outlines of Modern Regional Landfill Srnje Emerging – Detailed Regulation Plan Envisages Animal Shelter, Biological Treatment and Composting of Waste from 6 Municipalities Over Next 20 Years

The Srnje landfill near Krusevac should become a regional waste management center, built in line with the European ecological standards, beginning with 2022.

Early this year, the mayor of Krusevac, Jasmina Palurovic and the presidents of the municipalities of Blace, Aleksandrovac, Brus, Cicevac and Varvarin, which will also use this landfill, signed an agreement on its construction, which will be financed from the loan of the German Development Bank KfW.

Another step forward has now been made by putting the Detailed Regulation Plan of the Srnje regional waste management center up for an early public review.

This plan, which was commissioned by the City of Krusevac and prepared by the Krusevac urban planning and design public company, creates the conditions for, as said, solving the big municipal problem of the city in the field of environmental protection, but also supports the concept of forming a regional network of waste management centers in line with the Strategy of Waste Management from 2010 to 2019.

The existing Srnje landfill, which is located around 6.5 kilometers north from the Krusevac city center, at the tripoint between the cadaster municipalities of the village settlements of Srnje, Velika Krusevica and Padez, was established back in 1984. It takes up 37 hectares and is equipped with basic infrastructure. It collects waste from an area with close to 85,000 residents.

The plan says that, over the years, in addition to municipal waste, the landfill was used for hazardous, construction, industrial, medical and waste of animal origin and that the biggest problem is the pollution of air, land and ground and surface waters, as the facilities at the landfill are either in a bad condition or out of order.

The plan therefore envisages the amelioration of the existing pollution in the area of the existing landfill (improving the state of the environment, land and water) and the establishment of an integrated, safe, sustainable and ecologically acceptable waste management system.

The regional landfill will spread on parcels in KO Srnje and KO Velika Krusevica and be split into several functional units.


The first unit is meant partially for management facilities, workers' buildings and canopies for the machines and partially for a waste sorting facility, an animal shelter and a fuel station. The second unit will feature a new sanitary landfill on 8.56 hectares, as well as a facility for the processing and collection of seepage, whereas the third unit is meant for the mechanical-biological treatment of waste, featuring organic waste composting facilities.

– The regional center is designed so as to cover the Rasina District (with around 200,000 residents), for a period of at least 20 years (from 2023 to 2045), with the projected amount of waste for the planned period of 614,183 m3 to 832,676 m2 – the planning documentation specifies.

The report on the concept of preparation of the preliminary design of the new landfill was prepared by SETEC Engineering GmbH &Co KG, ICP mbH and associated partners.

The plan is up for early public review until August 25, 2020.
