Tender procedure for construction of left highway lane from Horgoš to Novi Sad and bypass around Subotica abolished

- The Minister of Infrastructure, Milutin Mrkonjić, has made the decision to abolish the open public procurement procedure for the works on construction of left lane of the highway between Horgoš and Novi Sad and the bypass around Subotica, of which total length is 110 km. He took this step because of the minutes made by the Tender commission, which was unable to select the most favorable bidder during the expert appraisal - it is announced in today's issue of newspaper Dnevnik.

Dnevnik did not manage to find out from the people in the authorized ministry what the abolition of the tender procedure means.

Dnevnik writes that the explanation of the abolition of the procedure says that the offer made by the group of bidders Primorje and PZP Požarevac exceeds the amount of the estimated value of the job of 10bn RSD because their offer amounts to 11.4bn RSD, exclusive of VAT, which made the bid unsatisfying. The commission determined that the bid of the group of bidders PZP Beograd, Putevi Užice, Borovica and Planum was also irregular because the price is conditioned by the increase in retail prices within next 12 months.

- The bid of the group of bidders Hidroelektra – Niskogradnja and Vojput did not get the green light because the submitted banking guarantee of Privredna Banka Zagreb does not meet the conditions from the tender documentation since the bank did not promise to issue an unconditional guarantee that is irrevocable and chargeable without the right on complaint. Besides, the guaranteed amount is in HRK (Croatian currency) - Dnevnik writes.

This will definitely postpone commencement of the works on northern branch of Corridor 10 in spite of the expectations that the contractor will be easily selected because 25 companies bought the tender documentation. However, concerning the fact that the estimated value of public procurement is 10bn RSD, that is, less than 1m EUR per kilometer of highway together with facilities, only three bids were submitted on the tender and only one of them partially fitted in the price.
