Relevant Institutions Receive Initiative for Postponement of Implementation of Law on Public Procurement Procedures
The Task Force believes that the implementation of the Law is necessary, so that the time would be used to develop, test and put into operation a new public procurement portal, to adopt a range of bylaws and to thoroughly prepare and train procuring entities and suppliers, but also the competent institutions.
– The postponement is necessary, so that the implementation of the law, which brings a range of new features, rules and techniques, could be prepared thoroughly. The amendments aim for a full harmonization with the relevant directives of the European Union – says the press release of the Task Force of the National Convent on the European Union for Chapter 5 – Public Procurement.
As emphasized, the Law on Public Procurement Procedures brings essential innovations, regarding whose implementation there are no experiences of any of the key actors – procuring entities, suppliers and relevant institutions – that could be used for comparison.
The implementation of the Law on Public Procurement Procedures should begin on July 1, 2020, and the most important new feature is the establishment of an entirely new Public Procurement Portal, on which nearly the entire system of public procurement procedures will be based, from the filing and the opening of bids, to requests for the protection of rights and disputing the actions and decisions of procuring entities. In other words, it is a portal through which all the public procurement and rights protection procedures will be carried out and which will be used by all the procuring entities, all the suppliers and all the interested persons, relevant organs and institutions.
