Private partner to be put in charge of public lighting maintenance in Nis – Tendering procedure to open soon
This would mean considerable savings for the city, as was said, among other things, during the explanation of this proposition. The city obliges, upon signing the agreement with the private partner, to pay the annual fee for maintenance to the partner, whereas the private partner will practically pay out the investment with the proceeds from the annual fee.
– The public-private partnership for the realization of the project of reconstruction, rationalization and maintenance of the public lighting system in Nis entails the selection of a private partner, which is then practically entrusted with the realization and investments in replacing the current system and replacing it with a more efficient one, followed by maintenance over a number of years, which will be defined by the program of the project – says Bojan Gajic, the energy manager of the city of Nis.
KLERP will form an expert team whose task is to prepare a proposition of project together with a consultant picked by the Office. After the proposition is adopted, all the details will be laid out in the project, which is then to be put before the government's commission for PPP, which is to present an opinion on it. After a positive opinion is obtained, it is returned to the National Assembly. Once the National Assembly reaches the decision, the next step is to open a public invitation for everyone interested.
– What we can expect based on our experience so far and similar projects is that the private partner will be obliged to maintain the public lighting in the next 10 to 15 years – Bojan Gajic said and added that the entire project would be worth 4 to 5 million euros.
The maintenance of the public lighting in the city was the job of the PUE Parking Servis, but the estimate is that the PPP would considerably reduce public lighting bills.
– In addition to that, we expect the quality of public lighting to improve, improving the quality of life in the city, reducing the consumption of energy and contributing to environmental protection and reduction of emission of harmful gases – Gajic explains.
The private partner to be entrusted with the job will carry out activities defined within the project.
– The proposition will also envisage whether the private partner will maintain only the replacement of lights and poles, or the whole system – Gajic added.
