Adoption of Law on Planning and Construction in spring – investors to become owners of building land
The new Law on Planning and Construction, which should be put in effect in
spring, should enable more efficient fight against corruption in civil
engineering business – Zoran Đorđević, the CEO of consulting company for civil
engineering projects “YU Build”, said yesterday (February 18, 2009).
- The real problem that the building investors in Serbia are facing is lack of
definition of legal solutions, that is, the solutions that are not accompanied
by appropriate sublegal acts and, as such, they represent the main source of
corruption - Đorđević said at seminar "What should investors know when building
in Serbia?".
The new law has the tendency to clearly define some things and to make them more transparent, as well as to make sure that the results of work of engineers, investors, administration and all others be available to all participants in construction. In that way, we will be able to fight against corruption without decelerating works, Đorđević explained in the Chamber of Commerce of Serbia. He said that the investors in Serbia had also been facing the problem of ownership of building land, and he added that the new law would provide the opportunity for investors to become the owners of the land at which the facility was built.
The Assistant to the Minister of Spatial Planning, Aleksandra Damjanović, said that it would be the first time since 1958 that the people would be able to be in private ownership of city building land because the classification into public and other building land would be cancelled.
