Construction of center for processing of 100,000 tons of chemical and medical waste in Šabac (€100m) ?

The representatives of Municipal Administration in Šabac are interested in construction of the unit for processing of chemical and medical waste on territory of this municipality. Preparation of so-called memorandum of understanding between the Government of Republic of Serbia, Town Hall Šabac and European Agency for Reconstruction, which will finance part of construction of the Center, is underway. Construction of the unit, which would process about 100,000 tons of dangerous waste on annual basis, is postponed for several months because, still, there is not any suitable location for this modern center. The perfect place for the center would be some fifty hectares of land that is not in the vicinity of any rivers or subterranean waters and close to roads and railway tracks.

The plan is that the factory consists of 3 departments. The first departments would be used for treatment of chemical waste, whereas the second department would be the place for burning of organic compounds. The remnants would be mixed with cement and disposed in the third department, the dump that would occupy the biggest part of the afforementioned 50 hectares. The waste disposed in such way would be completely harmless to the environment and the dump would be big enough for the next 30 years.

Speaking about citizens’ fear that the new factory would pollute environment more than it would contribute to the elimination of the dangerous waste – the authorized in the Ministry said that the fear was consequence of lack of information. Construction of dump for disposal of processed waste is planned in area of village of Bogosavac. On the other hand, the waste would be marked as dangerous and toxic, it would be delivered to Šabac by some third-class roads, through several settlements and through the city center – says Dragana Simić Antonijević, president of the Association of consumers and users of public services of Municipality of Šabac. Existing units in the countries of EU would be able to process all chemical and medical waste produced in Serbia, but the experts estimate that that would cost between 40 and 55 million EUR on annual basis. The unit in Serbia can be built in phases and European Agency for Reconstruction is ready to set aside €14m for the first phase of construction as soon as the location is determined. The construction, which would last for 3 – 5 years, would cost about €100m and the authorizes claim that there is big interest of international financial institutions in financing of that project.
