Croatia to implement new toll collection system that doesn’t slow down traffic

Croatia is modernizing and restructuring the road sector and is now developing electronic toll collection, which doesn’t require vehicles to stop.

The planned speed in spots registering a vehicle’s entry and exit from the highway is 80 km/h, so that the traffic doesn’t slow down.

Four bids for the preparation of the study were opened at the Ministry of Transport of Croatia. The consultants that get the job will need to design a new system of electronic toll collection, based, among other things, on the distance and free flow.

These are Ernst & Young Savetovanje Hrvatska and Ernst & Young GmbH from Germany, along with subcontractor Rapp Group, the Hungarian MultiContract Consulting, the Spanish IDOM Consulting and the Czech CGI, with subcontractors Deloitte Advisory from the Czech Republic and Deloitte Savetodavne Usluge from Zagreb.


The job has been evaluated at EUR 1 million with VAT, Vecernji List reports.

Two main systems will be considered – DSCR (dedicated short-range communications), a slower variety of which is already operating on Croatian roads as ENC, as well as GNSS (global navigation satellite systems), that it, satellite toll collection. However, other technologies will be analyzed as well.

Both systems require vehicles to be equipped with devices through which the mileage is to be calculated and the toll collected.
