Draft Law on Lobbying published – Public discussion to last through April 16

The Ministry of Justice announced that it had initiated a public discussion about the Draft Law on Lobbying on Friday, March 23, 2018, which will last through April 16.

The main goal of the Draft Law on Lobbying, they say, is to establish a clear normative framework in the field of lobbying in Serbia, thereby removing the flaws from the domestic legal system.

The regulation of lobbying should contribute to the protection of public interest, since the proposed draft law increases the publicity of the operations of state administration bodies, strengthens the integrity and the responsibility of lobbied persons who perform public functions and raises citizens' trust in the decision-making process, it is pointed out.

Texts of international contracts ratified by Serbia and relevant EU regulations were used in preparing the draft law. Also, the adoption of the law on lobbying is envisaged in the Action Plan for Chapter 23 and is one of GRECO's recommendations.

The draft law specifies that lobbying is an activity by which influence is made on the bodies of the Republic of Serbia, autonomous provinces and local self-governments, public agencies and independent institutions, public companies and business entities, institutions and other organizations whose founder or member is the Republic of Serbia, an autonomous province or a local self-government unit, in the process of the adoption of laws, other regulations and general acts falling under the competence of the said of bodies, for the purpose of realizing the interest of the lobbyist, in line with the law.


Lobbying can be performed by a natural person authorized for the activity in line with the law, i.e. a lobbyist, and a business entity or an association authorized for performing lobbying activities.
