Sabac quickest in issuing construction permits – Papers issued in 11 days

According to an analysis carried out by the Ministry of Construction and the NALED, Sabac is the most efficient town in Serbia looking by the percentage of resolved and positively resolved requests for building permits.

The Town Administration is the quickest and most efficient one in issuing and resolving requests in a unified procedure. This entails the documentation necessary for the construction of a facility, the procedures and the documents necessary for the issuing of a building permit. This is the most important document and the only requirement for the construction of a facility. Requests are filed electronically, thereby avoiding queuing, and the deadlines are not limited to the working hours of the employees at the town administration.

– We are the only local self-government in Serbia where 98% of the requests filed have been resolved. Of those 98%, as many as 88% are positively resolved requests, and there's a large percentage of those sent back for amendment as per flaws noted and then adopted – says Jelena Jekic, head of the Town Administration.

The Town of Sabac is right behind Belgrade and Novi Sad in the total number of requests filed, with five civil engineers and three practitioners of law working on processing the requests. From January 1, 2016, till August 31, 2017, a total of 2,681 requests were filed in Sabac in the unified procedure. The legal deadline period for issuing location requirements is 23 days, and the town of Sabac resolves them in 11 days, whereas exploitation permits, the deadline for which is five days, are issued in only two days here.

The Town Administration has 193 employees, and the allowed number as per the Decision by the Government of Serbia regarding the maximum number of employees is 345 persons.
