New law on land register entries prepared – Property registration time reduced to several days

A new law on land register entries has been prepared, Deputy Prime Minister and Minister of Construction Zorana Mihajlovic stated on Thursday, August 3, 2017, during her talk with representatives of NALED about the continuation of the reforms which aim to enhance the conditions of doing business in Serbia and raise the country's rating on the World Bank Doing Business list.

In her talks with the executive director of NALED, Violeta Jovanovic, and the director of the NALED Regulatory Reform Team, Jelena Bojovic, Mihajlovic pointed out that the reform of the land register and the stepping up of all other reforms were as important as the implementation of e-permits, the ministry reported.

As she said, the new law on land register entries, prepared by the ministry, is as important as implementing electronic permits, which have been pronounced the reform of the decade by NALED.

– This law will shorten the property registration time to only a few days, which is important for an improvement of Serbia's rating on the Doing Business list. If we want Serbia to improve its rating as much as it can, we need to not only adopt the law on land register entries, but to have it enforced to the full extent and to have other regulations having an impact on it be harmonized with it – Mihajlovic said and added that the simultaneous adoption and harmonization of the regulations were important for other reform laws proposed by the ministry.

Mihajlovic and representatives of NALED agreed that, in enforcing the law, the experience with implementing e-permits should be used, meaning a simultaneous adoption of the regulations and the training of the employees directly in charge of having the law enforced.

– This would entail training public officials from the land register and courts and public notaries, as well as the establishment of a call-center available at any moment, similar to what was done when e-permits were implemented, which has proven successful – Bojovic said.

There was talk at the meeting about the cooperation between the ministry and NALED on enhancing the system of issuing building permits, concrete propositions to regulate seasonal work in the construction sector more efficiently, as well as about the future activities of the Coordinating Authority for Countering Shadow Economy.
