No consensus on opening chapter 23 – Negotiations between Serbia and the EU still on hold

The European Union has opened another chapter in the accession negotiations with Ankara, and the opening of chapter 23 with Serbia has been postponed since consensus was not reached once again at the June 30 meeting of the work group of the Council of the European Union for the Western Balkans, the sources at the Council said to the press.

The Netherlands was hoping to be able to open the chapters during their presidency over the EU which expires on June 30, but there is still no consensus of all member states about the issue.

The opening of the key chapter 23 on the rule of law in the negotiations of the EU with Serbia has been moved to July or September, primarily due to the resistance by Croatia, which demands that Serbia abandon the regional jurisdiction for war crimes, guarantee the number of MPs for the Croatian minority at the Serbian Assembly and establish full cooperation with the Hague tribunal.

All other EU members believe that Serbia has met all the requirements for the opening of chapters 23 and 24, which encompass the rule of law and fundamental rights. Great Britain, however, didn't voice its opinion about the consolidation of the joint negotiating position of the EU for technical reasons tied to the Brexit vote.
