EPS releases tender for smart counters procurement

The Electric Power Industry of Serbia (EPS) has announced today an international tender for the procurement of electrical counters with distant measuring which will be funded from a portion of the EBRD loan.

According to EBRD’s website data, procurement of informatics and measuring infrastructure, apart from smart counters, comprises deliver of hardware and software, communication devices, applications and services for integration of system and training.

Tender will be open until March 3, 2015.

EBRD and the European Investment Bank(EIB) approved loans totaling EUR 40 m to EPS for the project implementation.

Tender terms are that a bidder has had a good financial position during the past five years of at least EUR 75 m and that it has an access or at its disposal funds totaling EUR 25 m at least.

Bidders must be successful at execution of at least one similar contract for electrical counters with distant reading, which is operating at the European market, with at least 100.000 counters as well as systems for managing and storing of data (MDM/R) with at least 200.000 delivery places and services during the previous five years.

In order to qualify for the contract, bidders must have plants which produce a range of electrical counters for electricity with distant reading, to have at least five years of experience and an annual production of at least 250.000 pieces.

All bids must contain guarantee of offer totaling EUR 1,8m, it was stated in tender.

The most modern measuring systems containing smart counters only one system segment, should improve quality of service for customers, enable distant registration and consumption reading without human factor as well as distant turning on and switching off of customers and consumption control which will solve electricity theft problem.

According to earlier information of EPS, procurement of some 250.000 counters for households and 7.000 measuring devices for big consumers were planned.

In Serbia, there are some 3,5 million of counters, 3,1 million of which in households and some 400.000 are industrial consumers.
