Ministry Preparing Online Platform for Implementation of Circular Economy in Towns and Municipalities – Consultant Needed

The Ministry of Environmental Protection has opened the public procurement of consulting services for the execution of the project of Reducing Community Carbon Footprint by a Circular Economy Approach in the Republic of Serbia.

According to the technical description of the service, this is a project of the Global Environment Facility (GEF), and the Serbian ministry has the obligation to implement it as a signatory to the letter of acceptance.

With that aim, the ministry is procuring the preparation of the documents and the preparation of the IT platform for circular economy.

The subject of the procurement is, primarily, the analysis of the differences between the most recent EU circular economy policies and the regulations of the Republic of Serbia (in the fields of waste and waste waters, chemicals, energy efficiency, RES, green public procurement…) and the preparation of the proposition for draft bylaws with the aim of improving the legislative framework for the field of circular economy in Serbia.

An analysis of the social and economic impact on vulnerable population groups, such as informal collectors, and finally, also the preparation of the concept of the Circular Economy Navigator, which will serve as the preliminary design of the online platform, are also required.


The platform, it is said, should support the system of collection and use of recycled secondary raw materials, the marketing of new innovative ideas and projects and finding partners for their implementation and financing.

The consultant’s task will be to prepare the criteria for the selection of the local self-governments to take part in the preparation of local road maps for circular economy, as well as the methodology which will be used for the preparation of these documents.
