The best offer of Consortium Goldman Saks and Detekton international for the advisor which would give proposition for a strategy for privatization of telecommunications in Serbia

Yesterday, in the Agency for privatization were opened two financial offers out of three parties which are participating on a tneder for public purchase of consultant services for creation of a strategy for privatization of the sector of telecommunications of Serbia. Tender comission opened up offeres of Consortium Goldam Saks and Detekton International from Bon and Consortium MEKKINSI and West LB from Dusseldorf.

The advantage has a consortium lead by Detekton which asked for its services a fee of around 128 millions dinars while the other consortium lead by MEKKINSI asked for some more than 131 millions dinars. The technical offer of Detekton was also better evaluated with 86.61 points comparing to 84.85 points that was given to MEKKINSI. The members of the Tender comission will give this week a proposition to the Government of Serbia for the choice of the best bider. The offer of consortium Boston consulting group, Ces Mekon and Lazard was stated as irregular as it contained a document of a contract different than the one asked by the orderer, that is, the Government of Serbia.

The public call for participation on a tender was published on May, 20th, 2005 in Official herald, Politika and Financial Times and by June, 20th, a total of 12 companies or consortium had applied. In the next phase 6 offerers qualified, and by February, 8th, three of them delivered offers. The procedure was interrupted several times, as there had been 4 requests of rights protection to the supervising Comission for legal rights protection.

The winner on tender will have obligation to do analysis of the sector for telecommunications of Serbia regarding competition, regulatives, liberalization and companies within this business, as well as analysis of feasibility of issuing licences to the new operators of fixed and mobile telephony. It also has duty to propose methods for privatization of companies in the sector of telecommunications.
