Budget of Belgrade for 2017 adopted – City acquires ownership share in FAP and Trayal

(Belgrade) The Assembly of the City of Belgrade adopted the Budget Decision for 2017 yesterday, Beoinfo reports.

– The budget of the city and its municipalities for 2017 amounts to around RSD 100.4 billion, of which RSD 90.6 billion for the city, and RSD 9.7 billion for the municipalities – said Mayor Sinisa Mali while making a statement on the Budget Decision for 2017.

He specified that, if restricted funds of the municipalities’ budgets for financing projects and transfer funds for settling the liabilities of public enterprises, for the business premises in Vracar, Savski Venac and Stari Grad, were added to the sum, the total amount available to the city municipalities equaled RSD 11.3 billion, which is RSD 645 million more than in 2016.

Another characteristic of the budget, Mali pointed out, is that there are no new debts, just as in the past three years. He reminded once again that EUR 443 million of old debts had been repaid in the period and that they were facing the repayment of an additional EUR 72 million in 2017.

The mayor pointed out another characteristic of the budget, namely, the continuation of the saving policy. Once again, the budget doesn’t include marketing or PR contracts or any unnecessary projects.

– I am especially proud of having created a better business environment and new employments, in which the City of Belgrade follows the policy of the Government of Serbia. We will continue with these activities in the next year, and an example of this is stimulating employment, for which RSD 12.2 million has been planned – Mali explained.

The mayor specified that budget revenues amounted to more than RSD 87 billion, and that expenditures equaled RSD 84 billion. The surplus is, then, RSD 3.2 billion, and it is the result, as Mali said, of looking for the best possible way organizing the Belgrade Land Development Public Agency, in accordance with the amendments to the law, which provides room for the Agency to be within the City Administration or outside it.

As the mayor added, as many as 64 projects are being financed for now, and the aim is to increase the pace of investments even further and to make it even more efficient. He announced big investments for the next year, among which are the reconstruction of the Slavija Square, Oslobodjenja Blvd, Ruzveltova Street, LOT1, the access route to Prokop, the new bus station in block 42, the completion of the feasibility study for the subway. Furthermore, works on expanding the sewer network are expected, as is the procurement of 40 buses (30 articulated ones) and various public utility vehicles.

Social expenditures will be equal to those in 2016, focusing on all those services of vital importance for an increasing number of users. Mali added that Belgrade will get a children’s shelter in mid-2017, a project dating back to 1998. The next year will also see considerable investments in healthcare, and special focus will be placed on young talents.

In addition to the Budget Decision for 2017, the deputies adopted the decision on defining the criteria and standards for scopes of city municipality budgets, as well as the decision on the scope of funds for the purposes of the city and its municipalities and defining the income belonging to the city and the city municipalities in 2017.


Also adopted was the decision on financing the programs, projects and activities of the beneficiaries of the city budget funds in 2018 and 2019, and the amendments to the decision on local public utility taxes in the territory of the City of Belgrade and the residence tax, as well as the amendment to the decision on compensation for environmental protection in the territory of the city.

The price list of services of organizational units of the City Administration of Belgrade was also adopted.

Furthermore, the decision about the conversion of claims of the City of Belgrade based on unsettled liabilities arising from the disposal of public revenues into the capital share in FAP Priboj, as well as about the conversion of claims of the City of Belgrade based on unsettled liabilities arising from the disposal of public revenues into a permanent share in the capital of the business entity Trayal Korporacija from Krusevac, were also adopted.

The refinancing of debt liabilities of the municipality of Zvezdara was also approved.
