NEDIMOVIC: Decision on IPARD program after November 26
He said that external auditors had visited Serbia two times in the recent past and that they had completed their part of the job in assessing the establishment of the system for the realization of IPARD, but that the final word on whether a financial agreement on the program could be signed with Serbia was to be given by DG AGRI.
He reminded that the adaptation of the Srbijasuma building in Belgrade had been completed and that it was fully equipped for the operations of the Directorate for Agrarian Payments, which was to conduct the IPARD program in Serbia. According to him, the requirement regarding the number and the expertise of the employees in the institution had also been met and the rulebooks defining the IPARD program in detail had been prepared.
Nedimovic said that a reference price list for the goods, that is, the equipment to be procured by agriculturists at the IPARD program contests, had also been prepared, that the legal framework had been harmonized and that the system of support by banks, through which agriculturists were to secure the money for financing their investments until the projects were completed, that is, until the IPARD money arrived, was being established as well.
As the minister announced earlier, the first invitations are expected for late 2017. The first loan drawdown to agriculturists will amount to EUR 15 million of the total amount of EUR 175 million.
